摘　　要：在分析了研究背景后,对"弱势高校"作出界定,指出了弱势高校尤其是高职高专院校发展过程中的不和谐因素,阐明了其和谐发展的理论依据和指导思想;运用战略管理理论中的SWOT模型构建出四种发展战略:增长型战略、多种经营战略、扭转型战略、防御及撤退型战略;强调在制定执行战略时应拓宽发展途径,分步骤、有重点地实现全面、持续发展;列举了外国职业教育对我们的启示,并提出了弱势高校和谐发展的应对措施。Based on the analysis on the background, the paper defines what is a weak university, and points out the unharmonious factors in the development of weak universities. It also illustrates the theoretic basis and guiding thoughts of harmonious development. According to SWOT in the management, four kinds of development strategy have been constructed, which are increase strategy, multi-operation strategy, reversing strategy, and defense and evacuation strategy. It also emphasizes full sustainable development at different steps. Meanwhile, the paper has listed the enlightment from foreign vocational education, and put forward the measures for the harmonious development of weak university.
