从党内生活的视角看党委议事决策机制的完善

摘　　要：完善党委议事和决策机制,对于营造党委内部乃至整个党内民主生活的良好氛围具有重要意义。完善党委议事和决策机制要以"明确职责权限,落实地方党组织全委会的应有地位和作用;强化规则意识,严格规范党委议事和决策的程序;完善表决机制,科学界定和设计表决的内容和形式;加强监督制约,建立健全党委议事和决策制度的督察机制;推进实践探索,适时规范党委换届后新体制下党委班子成员的工作关系"为思路。It is of great value to perfect the mechanism of discussing official business and decision-making of Party Committee for a favourable atmosphere of our Inner-Party Democracy. The basic ways and means are as follows. The first aspect is to definitize it＇s responsibilities and purview for putting the status and functions of the local party committee into effect. The second is to intensify inerratic consciousness for standardizing the process of this mechanism strictly. The third is to consummate the system of taking a vote for defining and designing it＇s contents and format scientifically. The fourth is to reinforce supervising and restricting for making it＇s system of administration-supervising healthy. The final is to put exploring into practice for normalizing various relationships.
