农村“一事一议”的制度经济学分析

摘　　要：基于制度经济学的视角,对农村"一事一议"制度的实践困局及其存在的制度缺陷进行了分析。由于"一事一议"制度设计中存在二元目标冲突、多元权力结构制约、利益集团操纵、激励机制缺失等问题,使"一事一议"制度在实践中陷入了"有事难议"、"议事难决"、"决议难行"的困局。因此,要走出实践困境,必须从目标矫正、权力规范、选择性激励机制提供等方面进行制度改进和重构。Based on the visual angle of Systematic Economics, the paper analyzes the dilemma of system of ＂One Matter, One Congress＂ in the countryside in the practice and the shortcomings in the system itself. Because of the problems occurring in dual-goal conflict in designing ＂One Matter, One Congress＂ system, in limitation of multi-power constitution, in the controlling of the congress by the beneficial groups and in the lacking of the stimulating system, ＂One Matter, One Congress＂ system was made in the dilemma of ＂being difficult to have congress when with matter＂, ＂being difficult in making solution to the matter＂ and ＂being difficult in carrying out the solution made by the congress＂. Thus, in order to get rid of the dilemma, we should correct our goal and the range of the power and select stimulating system so as to improve and reconstruct the system.
