摘　　要：新建地方性本科院校实施校院二级管理体制,必须相应建立一个科学有效的财务二级管理体制和模式,这对于学校事业的发展和财务管理来说是至关重要的。文章阐述了新建地方性本科院校财务实行二级管理的重要意义,提出了基本思路,同时,指出应处理好的几个关系。Newly-established local undergraduate colleges implement the management system by two-level of both college and school ,they have to correspondingly establish system and mode of effective financial affairs under the two-level management system,which is important to the development of school business and financial supervision. This article sets forth the importance of putting two-level management into practice in newly-established local undergraduate colleges, brings forward the fundamental thought, and points out that some relations should be handle at the same time.
