报表异化对政府公共性的侵蚀

摘　　要：报表是政府运行过程中必不可少的工具之一,但在政府运行的实践中却经常出现报表异化,即报表不能提供真实的信息。这种报表异化现象导致了政府过程极易出现偏离公共性的倾向,形成对政府公共性的侵蚀,原因是政府过程中相关人员的行为以及相关制度的异化。Report form is one of the essential tools of an administration. The quality of report forms has a direct influence on the effectiveness of the administration and the government＇s publicity. Nevertheless, the alienation of report forms often happens in the process of administration, in which report forms fail to provide authentic information. This phenomenon of alienation leaded to the tendency of deviating from the publicity in the process of administration and doing harm on the government＇s publicity. Essentially, this alienation is the alienation of related officials and systems in the process of administration. Therefore, it is necessary to reform the related systems in order to solve the alienation.
