2006年中国出口欧美消费品安全召回情况分析

摘　　要：为对我国出口产品的安全状况进行了解,为我国产品召回制度的建立提供数据支持,统计分析了2006年1月至11月间美国与欧盟对源产于中国的消费品实施召回或其他安全措施的情况,结果表明:我国出口至美国的消费品被召回的次数与件数超过了其他任何国家,分别占总数的52.5%与60.1%,出口至欧盟的消费品被采取限制性措施的次数占总数的49.5%;涉及产品主要包括儿童玩具及用品、电子电器、机械产品等。因此,我国应尽快建立并完善缺陷产品召回制度,建立国家产品伤害监测系统,完善产品安全标准体系。The paper intends to present the author＇s analyzes of and the reasons for the statistical data of consumer product recalls involved with CPSC during the period from Jan. to Nov. in 2006. The total length of the year＇s recalling campaign and the total size of defective products relating to China （include Hang Kong） are far more serious and significant than that of any other countries in the world. To be accurate, the percentage for the two items recalling reaches 52.5% and 60.1% in comparison with their total amount of expert, though such recalling, as part of an advanced product safety administrative system, is often the case in most of the developed countries done in accordance with their laws or regulations on vehicle recalling. So the ＂Administrative Regulation on the Recall of Defective Products＂ is the first regulation on the product recalling in China, which has become a significant measure on the defective motor vehicle administration. The quality of products to be exported has long been an emphatic component in China＇s consuming product safety system. However these years, the amount of consumer products made in China were under corrective action in EU, including voluntary recall, compulsive recall, consumer warning, distribution prohibit, import to be limited and so on. Of all the corrective campaign, the percentage of made-in-China products involved accounts for 49.5 %. Furthermore, the paper reports the main categories of defective products and the potential hazards. Based on the analysis above, the author suggests that it is urgent to consummate the whole China-made defective product recall system and then rebuild and try to perfect a nation-wide product damage inspection system so as to brush out the entire product safety image of China-made products.
