摘　　要：图书馆保障是指行使社会管理权的政府为保障所有公民的图书馆权利所进行的制度化安排,是公民信息保障、教育保障、文化保障的重要构成。政府的性质和公共职能决定了政府是图书馆保障的责任主体,应该承担建立图书馆保障体系、保证必须的财政拨款、发动社会力量参与、协调资源共享、完善评估体系等具体职责。Library guarantee refers to the institutional arrangement made by the govemment exercising its rights to ensure the library rights of all citizens, which is the major constituent of information, education, and culture guarantee for citizens. The nature and public functions of the government determine its main body of responsibility for library guarantee and the government should assume responsibilities to establish library guarantee system, ensure necessary financial allocation, launch social forces, coordinate resources sharing and perfect evaluation system.
