摘 要:针对四川省丘陵区的严重干旱和节水农业发展特点,成功地构建了四层次、三大类、24项指标的节水农业效益评价指标体系;集成模糊变换与线性规划思路,建立了模糊多因素层次评价数学模型;采用VB语言,研发出基于W INDOW S界面的《节水农业效益评估体系V1.0》软件系统。并以四川省丘陵典型区的简阳市、都江堰三岔水库灌区及"863"节水农业示范区为对象,进行不同尺度的节水农业发展/项目的效益综合评价。结果表明,所构建的评价体系和开发的软件系统科学、方便、实用,具推广应用价值和进一歩扩展应用的良好基础。The Hills area of Sichuan province including 67 counties, and its cultivated area is 2.25 million ha. and there are 5 123 million people. This area is a very important and potential agricultural products basin. The grain output and the Gross National Product of agriculture, forestry, stockbreeding and fishery occupy 63.8% and 59.7% of the province respectively. But this area is short of water seriously because of its resource shortage and project shortage. The universally acknowledged average per-capita water resource is 1700 m^3. But in this area, the cities of Suining, Neijiang, Ziyang, Zigong as well as Nanchong, Guang-an whose average per-capita water resources is 353-652 m^3. So strategy on water-saving agriculture is a basic guarantee to grain supply and agriculture sustainable development of this area. According to the serious drought and water-saving agriculture development in hilly area of Sichuan province, assess index system on water-saving agriculture benefit have been research on. Which consists of 4 subsystems ,3 groups , and 24 assessment indexes, were successfully constructed. Based on the fuzzy theory and the linear programming, the fuzzy analytic hierarchy model was established using the VB language and the WINDOWS Interface, and the software names as “Water-saving Agricultural Benefit Appraisal System V1.0” was developed. Benefit evaluations of water-saving agricultural development on typical rolling region in Sichuan, such as Jianyang city, Sancha Reservoir Irrigation Area and “863” (National High Technology R and D Program) water-saving agriculture demonstration area, were carried. The results indicated that the appraisal system and the software have high theory value and broad application value because they are science, practical and easy to use.
