摘　　要：加入WTO后,科技期刊由于受计划经济保护程度较高,大多已陷入办刊经费严重短缺的困境,如何转变这种被动的局面,笔者认为,应最大限度地发挥科技期刊的优势,积极开展学术经营。科技期刊在学术经营过程中应明确办刊宗旨、提高学术质量、优化人才结构、立足国内、面向世界。As an industry highly protected by planned economy system, most sci-tech periodicals have got into trouble of seriously lacking capital for management. How to change this passive situation ？ The author thought that people should carry out the academic management positively and develop the superiority of sci-tech periodicals completely. In the academic management process, the sci-tech periodical should define objective, enhance the capability of academic management, optimize the structure of talents, and face to the world.
