摘　　要：发展中国家与发达国家的差异,并不仅仅在资本、技术、劳动力上的差异,最基本的差异是制度。制度是第一生产力,是推进生产力发展的根本因素。可见,制度在经济发展中起着非常重要的作用。由于各地区体制转轨的程度不同,从而导致了区域经济发展的不平衡。欠发达城市在所有制改革过程中与发达地区的改革进程差异很大。The fundamental difference between developing countries and developed ones lies not in capital, technology and labor, but in system because system is thought as the first productive force and momentum. Inefficient system shift results in imbalance of economic development, thus system reform varies a great deal between developed areas and under-developed ones.
