摘　　要：从循环经济发展的基础条件出发,分析了北京现有的政策、资源环境以及存在的主要问题,并在此基础上,通过目标分解的方法构建了旨在评价北京循环经济发展水平的五层评价指标体系,同时采用层次分析法(AHP)对北京发展循环经济的综合能力,以及经济、社会、生态系统的协调程度等进行实证研究,对北京未来循环经济的发展策略提出了创造性的建议措施.Resource basis for development of the circular economy in Belling and current issues such as related policy, resource enviroment are the focuses of this paper. A five-level index system is established, and which is followed by an analysis through AHP, for the purpose of empirical evaluation of the overall development of circular economy in Beijing. The harmony of circular economy, social and ecological system is also considered. Upon these evaluations, suggestions and measurements for the development of circular economy in Beijing are proposed.
