摘　　要：本文以中央节目平台用户管理系统为例,介绍了节目集成商-网络运营商两级数字电视业务支撑系统业务模式的实现及实施过程的几个关键点技术问题。This article introduces a two-step DTV service support system on the central program platform,includingprogram operators and network operators. Headed by CCTV,participated by network transmissioncompanies and offered by strong resources,this system is established as an uniform DTV platform with two-steps ofCA and SMS under the SARFT's principles of 'unified leadership,unified management,unified planning and unifiedstandard'. This platform provides the accurate number of subscriber for DTV pay channel operators,implements abusiness model to distribute income fairly for both sides,and offers an effective guarantee to a healthy developmentof DTV.
