摘　　要：国家发展改革委、水利部等有关部门联合发布的《节水型社会建设"十一五"规划》,是我国第一个关于节水型社会建设的规划,是"十一五"期间节水型社会建设工作的行动纲领。本文简要介绍了《规划》出台的背景、《规划》的主要内容、提出的目标与任务、总体布局与重点领域、重点制度与重点工程建设、保障措施等,同时提出了落实《规划》的主要措施。The 11th Five-Year Plan for water-saving society establishment jointly issued by the National Development and Reform Commission and Ministry of Water Resources is the first planning and the program of action for watersaving society establishment. The paper briefly introduces the background of promulgation of the plan, as well as its main contents, targets and tasks, general layout, major fields and system, key construction projects and measures etc. The measures for the implementation of the Plan are also presented.
