摘  要:黄河下游滩区建设开发与防洪问题相当复杂,随着经济社会的发展,小浪底水库的投入运用,黄河下游控导工程的逐步完善,国家对黄河下游防洪问题提出了更高的要求,滩区治理开发和黄河下游防洪的矛盾日益突出。通过对黄河下游滩区的形成原因及典型洪水漫滩情况及灾情分析,提出了五种滩区防洪减灾措施,即引洪淤滩、滩区安全建设、补偿政策、堆沙筑堤修建第二道防线和建设软约束林带导流工程等。The development of flood-plain in the lower reaches of the Yellow River results in difficulties for flood control. Along with economic and social development of the region, operation of the Xiaolangdi Reservoir and completion of flood diversion and regulation works in the lower reaches of the Yellow River, higher requirement is raised for flood control. The contradiction between development and flood control tends to be more and more intruding, Therefore, five flood control and drought relief measures are put forward for flood-plain areas, i.e. flood diversion for silt-arresting in plains, safety construction in flood-plain, subsidy policy, construction of second flood protection barriers by building sand levees and planting forest belt for flood diversion.
