草原社区管理模式研究——以宁夏盐池为例

摘　　要：草原资源的可持续利用对我国生态建设和农户生计都具有极为重要的意义。本文界定了草原社区管理模式的概念,阐述了草原社区管理的必要性和重要性,以盐池县为例,采用参与式农村评估方法,考察了草原社区管理在实践中的运行情况及可行性,分析和探讨了其中存在的诸多困难和问题,提出了解决方案和实施建议。研究分析表明,在适度中等规模及以下的草原推行社区化管理有其可行性,但在目前尚需加强政府引导和宏观调控,具体可通过草原利用工作组,引导社区组成草原管理委员会,经过充分讨论和协商,制定管理规则;同时需加强督查和规则调整,奖惩严明。Sustainable grassland management has great significance for ecological maintenance and farmers＇ livelihood. Based on the definition of grassland community management （GCM）, this paper expatiates the necessity and essentiality of GCM and reviews the feasibility and implementation of GCM by Participatory Rural Appraisal in the cases of Yanchi County. Some difficulties and problems in GCM are discussed. Solutions and recommendations are given. The results show that it is feasible to apply GCM to the appropriate grasslands. The government should be responsible for macro grassland management and resource monitoring by Grassland Management Group which would perform an important function in the establishment of Grassland Management Committee, legislation, intendance, and making adjustment.
