摘　　要：宁夏、内蒙古自治区水权转换总体规划的制定,首先要明确指导思想和原则,其次是编制内容。在明确初始水权分配的原则下,根据灌区节水潜力与节水规划,制定宁夏、内蒙古自治区水权转换的实施方案。The general plan of water right transfer in the autonomous regions of Ningxia and Inner Mongolia should firstly specify the guidance and principle, then the workout content of the plan. Under the principle of specifying the principle of primary water right allocation, the implementation plan of water right transfer in Ningxia and Inner Mongolia Autonomous regions should be made in accordance with water-saving potential and water-saving plan in the irrigation district.
