摘　　要：在分析黄河流域水权转换费用及价格计算的基础上,研究出农业风险补偿费用及生态与环境补偿费用的测算方法,并就如何建立农业风险补偿机制及生态与环境补偿机制提出了对策。农业风险补偿机制研究了农业风险补偿标准及资金的管理和使用,生态与环境补偿机制研究了用水保障制度的建立、生态与环境补偿基金模式及生态修复工程补偿基金模式。On the basis of cost evaluation and price calculation of water right trading in the Yellow River basin, studies are carried out on the ealeulation method of compensation cost of agrieuhural risk and eeologlcal and environment. Measures are proposed on bow to establish a corapensation system for agricultural risk and ecology and environment. The study on compensation system of agricultural risk concentrates on standard and funds management and utilization; Compensation system of ecology and environment focuses on safeguarding system establishment of water utilization and funds models for environment and ecological recovery.
