摘  要:《中华人民共和国公务员法》中关于公务员"聘任制"的规定,是我国公务员任用制度的一个重大改革措施。根据规定,部分非公务员身份的人员可以通过聘任进入公务员队伍,并对其依据公务员法和聘任合同进行管理。实行聘任制的主要目的,是为了增强机关对一些高层次人才的吸引力,降低对一些辅助性人员的用人成本,形成一种更加灵活的用人机制,弥补委任制任用方式的僵化和不足。The stipulations concerned with the appointment system of Law of Civil Servants of P. R. C is a significant reforming step forward. In accordance with the stipulations, persons can become civil servants through appointment. The appointed civil servants are put under administration in line with Civil Servant Law and appointment contract. The practie of appointment system is mainly intended to render administrative departments more attractive to the high- level talents and reduce the costs of employing auxiharies, and finally bring a more flexible personnel mechanism into shape. As a result such drawbacks as inflexibility of the previous appointment system can be eradicated.
