内河船舶生活污水综合防治对策

摘　　要：为加强对内河船舶生活污水的综合防治,从美国环境保护局(Enviromental Protection Agen-cy,EPA)制定的实施标准和我国《环境保护法》、《宪法》、《船舶污染物排放标准》、《船用生活污水处理系统技术条件》、《海船防污染结构与设备规范》、《内河船舶结构与设备防污染规范》等出发,根据我国国情,提出完善法律体系、制定实施细则,加强船舶生活污水污染法律责任,尽早加入MARPOL 73/78附则Ⅳ的立法工作,以及有关船舶管理、港口与码头管理、流域管理3个方面的船舶生活污水污染防治的管理对策,对我国内河船舶生活污水综合防治具有一定的借鉴作用.Based on the implementation standards of the United States Environmental Protection Agency （EPA） and ＂Enviornmental Protection Law of the People＇s Republic of China＂, ＂Constitution of the People＇ s Republic of China＂, ＂Effluent standard for pollutants from ship＂, ＂Ship sewage treatment system specification＂, ＂Rules for the construction and equipment of sea going ships relating to pollution prevention＂, ＂Rules for pollution prevention structures and equipment of inland waterway ships＂, etc. , it is thought that law control of ship sewage should be enhanced, including amendment of the lex and enaction of detailed rules, improvement of regulations about legal liability, and entering into MARPOL 73/78 Annex Ⅳ, and also the management strategies are proposed from three aspects of the ships, ports and docks, and drainage area, in order to strengthen the integrated control of inland ship sewage pollution.
