摘　　要：发展循环经济、建设资源节约型社会是我国经济社会发展战略的必然选择,也是落实以人为本和全面协调发展的重大决策。通过分析我国循环经济的基础和条件,进一步分析了制约我国循环经济发展的因素,并提出了通过抑制社会对资源环境过度需求、增加资源和环境的有效供给以及技术创新等措施来促进我国循环经济发展的对策建议。To develop circular economy and build a resources conservation society is an inevitably choice for economic and society developmental strategy in China, also a significant action that carries out humanist and the roundly harmonious development. Based on the analyses to the foundations and the factors and the conditions of Circular＇ economy＇ S development in China,thiS article further analyzes the factors that restrict circular economy＇S development,and proposes the pol itical suggestions that promote circular economy＇S development. Namely, to restrain excessive social need to the resources and environment,to increase effective supplies of resources and environment and put technologicalirmovation into practice and so on.
