摘　　要：科学技术全球化趋势日益增强,综合国力的竞争集中的表现为科技竞争方面。所以,要树立研究开发新理念:从跟踪模仿向原始创新转变,从单项技术向综合集成转变,加强吸收消化再创新和共性技术开发,加强公益产品和创意产品开发,超前开发前沿技术,大力开发军民两用技术,建立更紧密的产学研相结合开发体,高科技项目的研究开发呼唤一批科技组织家。The tendency of the globalization of science and development strengthens day by day. The comprehensive national power competition maj orly falls in the aspect of the technical competition Therefore, we must set up the research to discover the new idea：Make transforms from the track imitation to the primitive innovation, make transforms from the single technology to the metasynthesis technology, enhance the absorption, digestion and innovation, together with the progress in the similar techniques researches. We should also enhance the public welfare production and the creativity production, develop the front technology in advance, develop the dual--purposed military and civilian technology and establish close unities formed by production.study and researches.
