摘　　要：传统的以行政管制为主的行政管理模式已不适应日益复杂的城市道路交通管理,以多主体参与为主的公共治理是有效实施交通管理的途径.Traditionally, government management dominated the urban traffic management. But with the development of urbanization, government management has not adapted itself to the new conditions of urban traffic management. Public governance is a way to resolve the urban traffics for the government.
