摘　　要：阐述了我国公立医疗机构的公益性意义,提出改善公立医疗机构公益性的相关政策建议。包括：建立覆盖城乡居民的健康保障体系,构建以公立医疗机构为主体的服务“安全网”;建立激励约束并举的补偿机制;加强对公立医疗机构行为的宏观调控以及激发公立医疗机构的社会责任感。The paper proposes policy suggestions for improving public walfare of the public medical institutions by identifying the related influencing factors. The suggestions include establishing health insurance system covering the urban and rural residents, constructing the safety net mainly based on the service of public medical institutions, establishing the reimbursement mechanism with both incentives and restraints, strengthening the macro-control of public medical institutions by the government, and improving social responsibilities of public medical institutions.
