摘　　要：2005年,台风"麦莎"和"卡怒"曾侵袭了上海地区,对城市造成了危害。为此,针对上海地区洪涝灾害的基本特点、薄弱环节和新形势要求,提出了"转变3个思想观念、落实4个层次责任、树立5个责任目标、执行6个不放过规定"的对策,以提高上海防御洪涝灾害的能力。In 2005, typhoon Matsa and Khanum attacked Shanghai and made great damage to this city. Based on basic characteristic, weakness of flood disaster resistance and new requirement of resistance to flood disaster in Shanghai area, the countermeasures about“transforming three ideas, carrying out four levels of obligation system, building up five goals of responsibility and implementing six rules of not letting pass”are introduced to improve Shanghai＇ s flood disaster resistance ability.
