长株潭城市群的发展定位及其路径选择

摘　　要：中部崛起战略的实施需要建立城市群带动机制。长株潭城市群不但是中部崛起战略中实施城市群发展战略的重点地区,也是国家对我国生产力空间布局进行调整的重点开发区域,这一"双重点"的区域定位,决定了长株潭城市群的发展不能仅仅局限于省域内,而应着眼于更大的区域范围来定位,使之成为我国内陆腹地中西结合部南端的新兴增长极,其中心城市成为一个组团式的生态型国际化大都市。长株潭城市群目前处于城市群形成和发展的过渡阶段,整体竞争力不高。提升长株潭城市群的竞争力,需从以下几个方面努力:(1)以推进长株潭一体化增强中心城市竞争力。(2)以强化点轴圈战略促进城镇体系的完善。(3)以提高自主创新能力实现产业升级和城市振兴。(4)以新农村建设加快乡村地区现代化步伐。(5)以加强资源节约与环境综合治理促进城市群可持续发展。At the background of regional economic competition embodying city group contest day by day, implementing central China rise must construct driving mechanism of city group. Chang -zhu -tang＇s development isn＇t only limited to Hunan province ,but be localized on a larger scale. Changsha -Zhuzhou -Xiangtan should become new growth pole of south side of the joints between central China and west China in the hinterland of our country. The central city in Changsha - Zhuzhou - Xiangtang should become a ecotype international metropolitan. The central city will be made up of city cluster, and in the city zone the population would exceed ten million.
