摘　　要：政府权威具有合法性、强制性和服从性的特征。适度的强制行政是保证政府行政过程顺利的手段,但过度的强制行政是对政府权威的滥用,在一定程度上影响了政府权威的合法性,给政府的公信力带来负面影响。There are some characteristics such as vahdity, compulsory and submissiveness. It is a method that moderate forcing-administration to guarantee the process of administration successfully, but it is abuse government authority when forcing-administration is excessive, which influence the validity of authorities of government in some degree and produce negative effects to the government credibility.
