唐长安城环境保护法规初探

摘　　要：唐朝长安城的环境保护思想日益成熟,设置了环境管理和保护机构——虞部,通过制定和颁布环境保护的法规和诏书来预防和解决环境问题。唐长安城在水资源保护、森林保护、动植物保护、城市环境卫生等方面的法规、诏书和措施,蕴含着"以时禁发"、"取之有度,用之有节"、"关爱生命"等立法思想,这些措施和立法思想对解决当时的生态危机,实现人与自然和谐相处具有重要的借鉴意义。The era of environmental protection in Tang-dynasty had become increasingly mature, and set Yu Department as the environmental agency. They formulated environmental protection regulations, and issued rescripts to add environmental issues timely. In this paper the author analysis the Environmental Protection Act and Regulations of the Tang-dynasty, and mainly introduces the protection regulations and measures of water resources, forest, animals and plants, and city sanitation. The author aggregates profound meaning which including by the era of environmental protection, and indicates the values to the environmental protection today.
