摘　　要：信用是一个国家经济繁荣和社会发展的基础,也是市场经济秩序的基本内容。信用制度的建立对于振兴东北老工业基地有着非常重要的意义,然而,目前东北地区的信用问题已经成为振兴东北老工业基地的屏障。为此,本文从信用的概念入手,阐述了信用的法律特征,分析了东北地区信用缺失的原因,对东北地区建立信用法律制度提出了构想。credit is the base of economy prosperity and social development,and a principal part of orders of market economy as well. The writer explains the conception and lawful characteristic of credit first,then analyses the reason of credit lack in the northeast region and at last suggests the construction of system of credit law in the region.
