摘　　要：金融是现代经济的核心，农村金融是我国整个金融体系的重要组成部分。2007年中央一号文件将建设现代农业作为社会主义新农村建设的首要任务，要完成这一历史使命，离不开资金的大量投入和金融的有效支持。文章基于当前农村金融市场改革与发展的基本现状，对其中存在的问题及障碍因素进行了深入探讨，最后提出了改革与创新农村金融体制，促进现代农业及新农村建设的若干启示及建议。Finance is the core of modern economy, rural finance is an important component of Chinese financial system as a whole. Central No. 1 Document in 2007 made the building of modern agriculture as the primary task of new socialist countryside＇s construction. Large capital investment and an effective financial support is absolutely necessarily in accomplishing this mission. Based on the current situation of the rural financial market＇s reform and development, studied the problems and obstacles deeply, then at last proposed the enlightenment and recommendations about reforming and innovating rural financial system, promote construction of modern agriculture and the new rural.
