摘　　要：以终端治理为主的综合整治是针对重污染城市环境问题一个重要举措，但其根本的解决途径在于实现城市的可持续发展．本文以本溪为例，提出了重污染城市的城市建设的各个层次可持续发展的途径和实施方案．The environmental problems in the seriously polluted cities in China have been paid a big attention to by policy-makers and forcign and domestic scientists. However, it is very difficult to irnprove the environmental quality fundamentally due to the complexity, such as the formation of the seriously deteriorated environment. It is considered that the terminal harness is an important way, but the spread of high-level terminal treatment is restricted by the limit of funds and technological level. Therefore, the way to a sustainable development of the seriously polluted cities should be sided multiply, that is to correlate the operation of environmental protection with the poeration of city construction, and achicve an identity of these opposites, economic development and environmental protection, in every developmeilt stage.Benxi City was one of the typical scriously polluted cities in China. It is surrounded by mountains, and the waste air can not disperse easily. Furthermore, its dominant industry is iron and steel industry formed from old China, and much waste pollutants are discharged every day. These made Benxi become the only invisible Chinese city from satellite.After analyzing the main geneses of pollution and the status or ccological environment quality of Benxi City, some impiementary schemes are suggested for every development stage for improving schemes arc suggested for every development stage for improving its environment quality in this paper. They are mainly to adjust its economic structure, choose the rational development pattern of urban area and economy, organize some large industrial groups based on enhancing the technical level and improving the management level, adjust the industrial allocation, optimize the structurc of urban land use, rationally utilize water resources, carry out the green ecological cngineering projects, harness the pollution,and improve the environmental administration system.
