摘　　要：在经济全球化和知识经济的背景下,技术转移与产业分工协作的关系日益密切,彼此互动,影响着区域经济格局的变化。在市场和政府的双重作用下,北京和天津的新定位为京津冀避免恶性竞争,促进产业分工协作奠定了宏观规划基础。京津冀经济圈以技术转移促进产业分工应在技术创新水平、技术要素融合和技术能力转移中提升产业分工协作的层次。Under the background of economic globalization and intellectual economy, the relationship between technology transfer and industrial division and cooperation is growing closer, which influences the change of regional economy. In the double action of market and government, the new orientation of Beijing and Tianjin establishes macro plan foundation for avoiding vicious competition and proving industrial division and cooperation in Beijing, Tianjin and Hebei. In order to prove level of industrial division and cooperation, this economic region should raise the level of technological innovation, prove the fusion of technological element and transfer capability of technology.
