新农村建设中农民工社会保障平等权探究

摘　　要：农民工的社会保障平等权是近几年学界和政界讨论的一个热点问题。农民工在新农村建设中起着越来越重要的作用,是不可或缺的力量。但他们常常受到歧视和不平等对待,社会保障权益缺失。造成这种现象的原因并不仅仅在于某一单项制度,而是农民工个人、社会政治、经济、文化等因素综合作用的结果。对此,坚持"两手抓,两手都要硬"的方针,既重视制度的改革,也重视人们思想观念的转变,这才是实现农民工社会保障平等权的切实途径。The peasant-laborer＇s social security rights is a hot topic which the educational world and the political circle discusses in recent years. The peasant-laborer is playing the more and more vital role in the new rural reconstruction, and has already become the new rural reconstruction indispensable strength. However, their social security rights everywhere receives the discrimination and the unequal treatment. Creating this result is not some single item system, but is a combination from peasant laborer individual, social politics, economy, culture. Facing unequal treatment for the peasant laborer, we should adopt ＂two grasps＂ the principle, not only taking the system, but also taking the transformation of the thought idea from people. This realizes the peasant laborer social security equal rights practical way.
