我国区域自然资源规划与可持续发展的和谐问题

摘　　要：人与自然的和谐是和谐社会的重要特征,和谐社会是可持续发展的特有社会状态,因而可持续发展必然要求实现人与自然的和谐。区域自然资源规划是关于人如何利用、管理、保护区域内自然资源的规划,其中涉及生态利益、经济利益和社会利益等人与自然的和谐问题,与可持续发展密切相关。但是我国目前的区域自然资源规划还不完善,存在缺乏广泛的公众参与、多方利益冲突、实施效果不佳等问题,不利于区域可持续发展。本文主要分析了区域自然资源规划如何影响可持续发展及目前规划中的缺失,并在此基础上提出了完善我国区域自然资源规划的若干建议。The harmony of the human and the natural are the harmonious society＇s important characteristics. The harmonious society is the sustainable development＇s unique social condition. Thus the sustainable development requests to realize the harmony of the human and the natural inevitably. The region natural resource plan is about the human how to use, to manage, and to protect the natural resource in the region. It involves the harmony of the human and the natural about ecological interests, economic interests and social interests. And it＇ s closely related on sustainable development. However, the regional natural resources planning is not perfect in currently. There is a lack of broad public participation, multiple conflicts of interest, the effect of poor implementation issues. And it＇s not conducive to the sustainable development of the regional economy. Firstly, the affection that the regional natural resources planning affects on the sustainable development is analyzed. And the natural resources planning＇s deficiencies are analyzed. At last, a number of proposals for the regional natural resources planning are provided.
