摘 要:科学技术评价是科技管理工作的重要组成部分,是促进科技资源优化配置,提高科技管理水平的重要手段和保障。为此,针对目前科研评估中忽略成本因素的普遍问题,引入经济学中的效益原理,从投入和产出的角度分别对影响高校科研资源利用的因素进行分析。同时结合因素分析法和集体经验法,采用模糊综合评判原理建立数学模型,得出客观的科技评估结果,并进行实例分析,为寻求科学技术评价及资源合理配置提供有效途径。Science and technology assessment is an important component of the scientific and technological management, it can promote the rational distribution of scientific and technological resource, improve scientific and technological management level. To solve the general problem that many people neglect the cost factor in the assessment of the scientific research at present, the benefit principle in economics was introduced. The factors influencing utilization of resources of university's scientific research were analysed respectively from input and output. Adopting fuzzy judge principle,a mathematics model which combined with the factor analytic approach and collective experience law was set up for getting an objective assessment result of science and technology. On this basis, an instance analysis was made for seeking the effective way of science and technology assessment and the rational distribution of resources of scientific research.
