摘　　要：文章认为阻碍我国乡镇企业产业集群发展的深层次问题是集群治理低效率,如集群市场治理机制失灵、政府治理低效、集群自组织机制失灵和集群协会治理机制失灵。乡镇企业集群持续快速发展需要健全产业集群治理机制,提高集群治理效率。产业集群治理机制创新和治理结构优化的主要路径是要确立集群市场治理机制基础地位、提高政府治理效率,健全集群自组织机制和集群协会治理机制。One of mainly preventions village-and-town enterprise cluster from sustained rapid development is ineffective governances, including machines of ineffective government governance, defective cluster market governance, imperfect cluster self-organization and absent cluster association governance. Any cluster has defective if there are perfect machines of cluster governance with perfect cooperation and full competition. A village-and-town enterprise cluster needs such full and effective governance machines of industrial cluster in long-term to develop sustained and rapidly. Mainly paths of machine innovation and improvement governance structures in governance of industrial cluster is that cluster market governance should be perfected, government governance be promoted, cluster self-organization and cluster association governance be established and perfected.
