摘 要:效益的增加不能以风险的提高为代价,科学合理地制定并从风险与效益两个方面论证刘家峡水库的动态防洪限制水位是非常必要的。据国家防总发布的《水库汛限水位动态控制试点工作意见》,基于现有黄河上游电站的工程条件和技术资料,在龙羊峡~刘家峡两库联合调度的基础上,采用库容补偿方法,探讨一种以旬为单位的动态汛限水位控制方法,建立动态汛限水位过程线,并进行其风险与效益分析论证。实例研究表明:该动态汛限水位过程线可操作性强,使用方便,在满足设计防洪标准要求的前提下,前汛期不必过早地降低水库水位,后汛期又可较快地抬升水库水位,不仅能够提高水头效益,而且更容易抓住时机尽早蓄水,提高水库蓄满率,增加发电效益。With scientifically reasonable argumentation on dynamical flood control limited water level of Liujiaxia reservoir, it is not only able to take full advantage of water resources in the Yellow River and exert synthetical utilization of the cascade reservoirs as soon as possible, but also to meet standard of flood control design and insure safety of reservoir. According to "Experimental Working Idea of Dynamic Control of Reservoir Flood Limited Water Level Operation", issued by Office of State Flood Control and Drought Relief Headquarters, the method "reservoir capacity compensation" is probed into the practicable dynamic controlling operation of flood limited water level of Liujiaxia reservoir and the flood-water hydrograph staged by period of ten days is established based on united operation of Longyangxia and Liujiaxia cascade hydropower stations. In the meantime, it' s important to take into account of engineering conditions and technical datum of existent cascade hydropower stations on the upper reaches of the Yellow River. As to the dynamical flood control limited level hydrograph, it's pertinent and operable that the reservoir level needs not to be prematurely fallen in the former flood season and fleetingly driven up in the latter flood season. Therefore, it is not only able to gain electricity benefit, but also to make the opportunity to adequately store flood water early to increase the rate of impounding reservoirs.
