对特种设备法规标准体系建设的若干建议

摘　　要：《特种设备安全监察条例》自2003年颁布后,国家质检总局特种设备安全监察局一直在大力开展特种设备法规标准体系建设工作,经过3年多的立法实践,法规标准体系建设工作取得了明显进展。但是,在立法工作中,仍然存在着一些值得关注的问题。本文从法律法规制修订、安全技术规范的完善、法规标准间的关系、科研成果的转化等方面,对特种设备法规标准体系的建设提出了若干建议。Bureau of Safety Supervision of Special Equipment of General Administration of Quality Supervision,Inspection and Quarantine of PRC has been working hard on the establishment of regulation and standard system for special equipment since the issue of Safety Supervision for Special Equipment in 2003.After three years practice,it has been achieving a visible progress on the establishment of regulation and standard system.However, there are still some problems in legislation worth notice.So for the stipulation of law and regulation,the modification of safety technical regulation,the relation between regulation and standard,this paper gave some suggestion on the establishment of regulation and standard system for special equipment.
