摘　　要：农民工群体是我国重要的社会阶层之一。权利缺失使农民工作为劳动者的最基本的需求和最为基本的权益得不到满足和保障,其生存状态也处于劣势,这不利于社会的和谐进步。农民工权利的保障是政府应承担的责任,而加强对农民工的培训和引导,深化体制改革、加快城市化的发展就是责任的重要内容。Migrant labours group is one important stratum of our society. Their rights＇ absence made them lost their basic need and fundamental interests as labours; and their existence was in a inferior position. This was harmful to the harmonious progress of the society. Migrant labour＇s rights guarantee is the duty of the government, and to strengthen the training and the guidance to the migrant labour, to deepen the reform of the system, to quicken the towns＇ development are the important contents.
