摘  要:世界各地每年都会受到各种各样自然灾害的影响,如何有效地获取和利用空基技术进行灾害管理和应急响应受到科学界和灾害管理部门的高度重视。联合国外空委致力于建立一个国际性空间协调组织,为优化与灾害管理和应急响应相关的空间信息服务的获取和使用提供必要的手段。经过包括中国专家在内的联合国外空委相关专家组的努力,联合国灾害管理与应急反应天基信息平台(SPIDER)的结构和功能框架已经基本确立。可以预见,SPIDER将在国际灾害管理与应急响应、国际减灾合作等方面发挥越来越重要的作用。本文简要介绍SPIDER项目的背景、SPIDER的主要功能、SPIDER项目办公室职能、北京办公室的工作目标及2007年工作计划。Various disasters cause tremendous damages to people's lives and property around the world every year. How to access and use the space-based information and services for disaster management and emergency response effectively is highly regarded by science community and disaster management organization. Committee on the Peaceful Uses of Outer Space (UNCO- PUOS) aims to establish a mechanism to provide necessary means to optimize the access to and use of current and future space based information and services for disaster management and emergency response. Through Action Team 7, ad hoc expert group and other experts including China's experts' trial and kind work, the function and implementation framework of SPIDER have been established. We can foresee that SPIDER will play an important role in international disaster management and emergency response, as well as in international disaster reduction cooperation et al. This paper introduces the background of SPIDER program, the key functions of SPIDER, the commission of each SPIDER office, the aims and 2007 work plan of Beijing office.
