摘　　要：结合海事管理工作的实际,分析水工管理中碰到的一些问题,就起草《上海市地方海事局水上水下施工作业管理工作规范》过程中的思考,探索性地提出解决方法。This paper, based on the actual experience in maritime management, analyzes those problems encountered in waterborne engineering, and also provides some solutions in conjunction with the development of the Specifications of Shanghai Municipality for Management of On/Under Water Engineering.
