河北省煤矿生产重大安全事故管理对策及应急预案研究

摘　　要：指出了河北省煤矿生产安全存在的十大主要问题,提出了加强煤矿安全基础管理、增加安全投资、关闭不合法地方小煤矿、实行采矿权有偿转让、对国家和地方政府煤矿生产安全监察体系进行调整和完善等对策,并对重大安全事故应急预案进行了初步设计。The paper points out ten serious problems of coal enterprises in Hebei Province and suggests strengthening the foundational safety managements of coal mines, increasing safety input, closing illegal and small - scaled local mines, implementing paid transfer of mining rights, adjusting and perfecting the supervisional system of state and local governments as well as designing a emergenlv Dlan for security incident.
