摘  要:在总结环境应急管理现状与趋势的基础上,构建了环境应急管理信息系统的总体框架,并分析其子系统的内在关联,认为它们之间形成的是有机联系、互相配合、互相影响的循环网络。进一步分析了环境应急管理的基本构成,认为应该包括数据中心及数据交换平台、预测预警系统、数字预案系统、决策支持系统、指挥调度系统、现场处置和反馈系统、灾后评估系统和培训演练系统等要素。This paper built up the general framework of environmental emergency management information system, whose present situation and development trends were summarized before. The paper analyzed that the subsystem of the framework were relative, matching, and interacting to form a cyclic network. With further analysis, a conclusion was draw that environmental emergency management information system should include eight compositions which were data center & data exchanging platform, forecasting & early warning system, digital pre-proposal system, decision supporting system, commanding & attempefing system, on-site treatment & feedback system, post-disaster evaluation system and training & rehearsing system.
