SARS流行期间及SARS以后广西发热门诊建设情况的对照研究

摘　　要：目的 通过对严重急性呼吸综合征（SARS）流行期间及SARS以后广西发热门诊的设置及规章执行情况等进行对照研究,为建立应对SARS、禽流感等突发公共卫生事件的长效机制提供有益的参考。方法以2003年4-9月广西二级、三级医院的发热门诊为研究对象,采取分层抽样方法,抽取二级医院发热门诊20个、三级医院发热门诊10个。2003年4- 6月为SARS流行期间,2003年7-9月为SARS以后,对这30个发热门诊的设置及功能执行情况进行前后对照研究。结果 SARS疫情过后,发热门诊医务人员配置减少,部分发热门诊面积缩小。多数发热门诊能够正常开展工作,但部分发热门诊规章执行情况与SARS流行期间比较质量下滑,发热病人就诊流程存在一定程度的混乱,发热门诊就诊人数也明显减少,收入减少。结论 如何充分利用发热门诊的医疗资源,使其发挥满足日常医疗活动和应对突发公共卫生事件的双重需要,是一个十分重要、亟待解决的课题。Objective To provide a helpful reference for the long-term mechanism to deal with public health emergency such as SARS and bird flu study on the development of fever out-patient departments in Guangxi during and after SARS epidemic period was carried out. Methods Thirty fever out-patient departments in which 20 second-rank and ＇10 third-rank hospitals were randomly enrolled in the study in Guangxi province from April to September,2003. The development of 30 fever out-patients department were control studied,in which the SARS epidemic period was from April to June,2003 and the period after SARS epidemic was from July to September,2003. Results After SARS prevail,the medical staff was decreased obviously and the area of some fever out-patient departments was reduced. The running of most fever out-patient departments was normal,but some of the fever out-patlent departments could not be executed its function as well as that in the SARS epidemic period,and the fever patients who saw a doctor at the fever out-patient departments were decreased obviously,and the receipts was reduced. Conclusion How to make full use of the medical resource of the fever out-patient departments,guarantee its daily medical practice and deal with the public health emergency is an important and urgent task.
