摘　　要：通过对城市规划编制与实施过程中的问题分析,提出非确定性城市规划思想的理念以及非确定性规划思想与确定性规划思想的差别;并在分析非确定性规划思想的内涵的基础上,提出非确定性规划思想指导下的城市规划的新程式,探讨实现自下而上反馈的一个新方法.The conception of uncertainty planning is given firstly; and then the differences between the certainty planning and uncertainty planning are pointed out through the analysis of questions appearing in the procedure of urban planning compiling and implementation. Based on the analysis of uncertainty planning, a new planning procedure of urban planning is put forward; finally, a new method to complete a feedback procedure of down-to-up is discussed.
