西部大规模开发的若干思考

摘　　要：西部大开发是中国共产党和中国政府实施的一项关乎中华民族伟大复兴的世纪战略,从2000年实施以来,经过启动阶段的初期开发,取得了举世瞩目的伟大成就。根据战略部署和安排,从2006年起西部大开发进入大规模开发阶段,大规模开发必然带来经济的大发展,同时也将面临严峻挑战。要实现大规模开发的战略任务,中央政府要加大扶持力度,全社会特别是发达省区应继续施予援手,西部人民更应有将开发进行到底的决心和信心,同时还要加强立法,保障大规模开发顺利实施,使西部各族人民真正成为大开发的受益者。Western Development is the big century strategy implemented by the Communist Party of China and Chinese government for the purpose of revitalizing the nation. Since the implementation of the policy from 2000, after initial period development, it has obtained great achievement which attracts worldwide attention, According to the strategic plan and the arrangement, Western Development enters the large- scale phase of exploitation from 2006, the large - scaled development inevitably brings the big economic development, at the same time it will also face stern challenges. In order to realize the large - scale development strategic mission, the central authorities must increase the support dynamics. The whole society, especially the more developed provinces, should continue to grant aids, people in the west should be determined to carry out the development thoroughly with great confidence, meanwhile legislation has to be strengthened to safeguard the largescale development smoothly, making people in the west from different nationalities really benefit from the policy of western development.
