摘　　要：政府规模增长既是一种经济现象,也是一种政治现象,是政治与经济相互影响、相互作用的一种结果。根据国际通行的标准衡量,新中国成立五十多年来尤其是改革开放二十多年来,我国政府规模有了显著的增长。我国政府规模增长在结构和原因上都与西方国家不同。我国政府规模增长的主要原因是政府机构及其人员的过快增长导致行政管理费支出的超常增长,其深层原因应当从官员的隐性收益和现行的官员制度上去寻找。因此,控制我国政府机构过快增长的途径是降低隐性收益,尤其是降低官员通过以权谋私来增加隐性收益的可能性;同时,深化经济体制改革必须伴随着相应的政治体制改革。Measured on international standard, the size of China＇s government has grown notably since P. R. China was founded in 1949, especially since China carried out reform and opening to the outside world in 1979. One of the major reasons attributed to the growth of China＇s government size is that the government organizations have grown so fast that the expenditure for government administration has grown rapidly, the root is that the current institution provides the bureaucrat too many implicit benefits.
