摘　　要：区域财政政策、财政转移支付制度和区域投资政策对落后地区开发具有重要的作用。过去实施的西部大开发财政政策对西部地区发展已产生了一些效应。继续推进西部大开发战略还需要实施更加积极的财政政策。Regional fiscal policy, fiscal transfer policy and regional investment policy have an important effect on the comprehensive development of the western part of China： The fiscal policies in the past during the comprehensive development of the western part of China have had some effects on the western part of China. More active fiscal pol- icies need to be carried out during putting forward the comprehensive development of the western Part of China in the future.
