摘　　要：在非战斗状态下,为达到战术目的而实施心理战,应针对该类战斗的特点、规律慎重选择接近方式;创造适宜的战斗氛围;精选战斗信息促使战斗对象产生符合警方的意图;加强对战斗信息的有效调控。Under the non-combatant state, in order to achieve the aim of implementing psychological war, ways of approach should be carefully chosen according to the characteristics and law of this kind of combat, appropriate war atmosphere should be created, war information should be selected to make the opponent produce the intention conformed to police and the control of combat information must be effectivelv strengthened.
