摘　　要：中国现行的财政政策对提供公共产品的激励不够,存在着对环境保护的财政投入偏低、排污收费政策和财政补贴制度设计不合理等各种问题。而作为一种公共产品,政府必须承担起提供和保护环境公共产品的责任。因此,我们必须研究现行的财政政策以及财政政策效应,作出合适的财政政策安排。The actual financial policy of China hasn＇t afforded enough prompting to the providing of public production, which results in a low level of financial investment and unreasonable pollution charge system and financial subsidy. But as a kind of public production, environment resource should be provided and protected by government finance. We should study the actual financial policy and its effect; make an appropriate financial policy arrangement.
