摘 要:大型活动会在短时间内诱发局部地区超高强度的交通需求,由于无法为这种需求提供额外的交通基础设施,因此大型活动会场周边通常会发生比较严重的交通拥堵。为了有效利用交通组织与管理措施疏导大型活动会场周边的交通,减轻会场周边的交通拥堵,针对其交通需求的特点,提出出行需求管理和交通组织的原则,设计了“需求分析-方案制定-方案验证-方案实施-数据收集-方案回顾”的交通组织与管理流程。最后针对一个实例,利用微观交通仿真模型PARAMICS以实景再现的方式验证了事先设置的数套方案。事后的方案回顾证明本研究提出的方法是可行的和有效的。Major social events may induce a large amount of local traffic in a very short period. Meanwhile, additional capacity of the transportation systems is not necessarily needed to accommodate this kind of temporary demand. Hence, heavy traffic congestion may occur around the area the event is taking place. In order to organize and guide the local traffic, and to alleviate congestion effectively and efficiently, this study proposes a method for travel demand management and traffic control based on characteristics of trips generated from a major event, and develops a flowchart for traffic organization and management, i.e., demand analysis → scenario design/examination/implementation → data collection → results review. Also included in this paper is a case-study which applies a micro traffic simulator, PARAMICS, to testing the scenarios developed for a real event. The results show that the method discussed in this paper is promising and encouraging.
